Social sciences aim at generalizations,
public policy is all about outliers
Eugene Bardach

I am a public policy professor at the Federmann School of Public Policy and Governance at The Hebrew University of Jerusalem
Mostly inductive, my research develops concepts, methods, and theories to facilitate policy-analytic research. See Outlier-ism as a research orientation concentrating on outliers to improve policymaking and promote public well-being

My teaching is inspired by two famous insights of Kurt Lewin: “Nothing is as practical as a good theory,” and “the best way to understand something is to try to change it”
